The STRONG element changes the character rendering of the
contents of the element to logically strengthen the text.

This is usually rendered as bold.
RFC 1866 states that <EM> content must be rendered as distinct
from <STRONG> content.
<STRONG> is intended to be stronger than <EM>.

internationalization proposal.
